Cybersecurity in Albania

Albania demonstrates a high level of preventive cybersecurity, followed by a slightly decreasing emphasis on responsive and strategic cybersecurity. Cybersecurity development transcends its digital development, demonstrating that it is a conscious pillar of the overarching digital transformation process.

 

 

 

 

 

 

Strategic cybersecurity

Albania excels in education and professional development, demonstrating its commitment to cybersecurity in primary, secondary and tertiary education. Nevertheless, there is a lack of information on associations for cybersecurity professionals.

The country’s cybersecurity policy appears to be well established, with are clear indications of high-level cybersecurity leadership and a strategy with a corresponding action plan. However, the cybersecurity policy coordination format remains elusive.

In addition to its national endeavours, Albania maintains well-rounded global cybersecurity contributions, with regional commitments, cyber diplomacy engagements and a documented position of the applicability of international law in cyberspace. Unfortunately, cybersecurity research and development is underperforming.

Preventive cybersecurity

Like the rest of the economies in the region, Albania fulfils all personal data protection indicators with the corresponding legislation and authority. In the same light, it is one of the three only countries that fulfils all indicators relative to the cybersecurity of critical and critical information infrastructure. It is also the only economy that presents evidence for all threat analysis and awareness raising indicators.

Albania also regulates the cybersecurity of most digital enablers (i.e. secure electronic identification, electronic signature, and trust services). However, evidence of cybersecurity requirements for cloud services and the ICT supply chain, seems to be unavailable.

Responsive cybersecurity

Among the region’s economies, Albania is one of three that fulfils all cyber incident response indicators. Nevertheless, in the fight against cybercrime, digital forensics capacities seem elusive.

The country has prepared with national and international civilian exercises, as part of crisis management. Nonetheless, the remaining corresponding capacities and documents seem to be missing. Finally, Albania is the only economy in the region to fulfil all military cyberdefence indicators.

Overall

Albania demonstrates 85.00% and 86,51% completion rates of eGA’s NCSI and ITU’s 2024 GCI, respectively. This NCSI score surpasses the average of the EGDI and NRI digital development metrics, thus demonstrating that cybersecurity is being considered as a pillar in the digital transformation process of the country.
